More than half of the Department of Environment, Great Lakes and Energy’s (EGLE) budget is distributed through grants and loans to Michigan communities to help with infrastructure upgrades and other means of protecting the environment and public health. Two of the most notable and longest-running programs to distribute this money are the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF).

Now, a new interactive dashboard from EGLE’s Water Infrastructure Funding and Financing Section (WIFFS) shows the loans EGLE has made under these two programs.

“Communities across the state have benefited from funding from these programs — more than $7 billion since their inception,” said Kelly Green, Administrator of Water Infrastructure Funding and Financing for EGLE. “This dashboard gives municipalities, the public and policymakers transparent access to grant and loan allocations – who is receiving them, for what purpose and at what amounts.”

The dashboard is updated quarterly as new loans are made. Users can sort information on the dashboard using the filters at the top of the screen (accredited fiscal year, affected legislative districts, or project number), by zooming and panning on the map, or by clicking a slice on the pie chart. To view more details about a specific project, click a point feature on the map. (Note: Locations are generic in nature and provide a community overview of where construction is taking place, not necessarily the specific location.)

Started in 1989, the CWSRF program helps communities improve sanitation and storm systems. Beginning nine years later, the DWSRF program is a companion program that awards credit dollars to applicants to meet the requirements of the Safe Drinking Water Act.

The programs operate as revolving funds, with loan payments flowing back into the fund and being awarded to future applicants. Since the programs began, EGLE has provided over $7.3 billion in soft loans for water and sanitation projects.
